No, during puberty they drop gradually and hang lower. This don't just suddenly drop down and bounce around.

when a guys "ballz drop" it just means they are going through puberty...so no i assume they dont feel it,

i had a dream when i was like 11 that my boyfriend was playing soccor and then a long string of skin with a hairless looking ball at the end rolled out from under his shorts, down his leg. I said "um....i think your ball just dropped." then he looked all embarressed and tucked himself back in his shorts.
that was one hilarious dream i had
