They are from the House of Windsor, but tradition Royalty use of the country's name as their surname for example:

Queen Elizabeth of England, not Queen Elizabeth of Windsor
Prince Charles of Wales, not Prince Charles of Windsor

or

Queen of England, not Queen of Windsor

Plus the Queen Elizabeth just signs her name Elizabeth R (the R stand for regina, which mean queen in Latin).

The original surname is normally used to distinguish dynasties.
