Don't play with BIOS settings unless you know what you're doing! It's a good way to loose your pc. BIOS doesn't have a speed. It just monitors and controls all components that are connected to the motherboard.
I'm guessing it's the processor frequency you're trying to change there... It's a HUGE increase from 2 GHz to 3.. Not only that your pc will become highly unstable but if you don't have the apropriate cooling system and probably a powerfull power source the only thing you'll end up up with is a fried CPU.

If your CPU is 2GHZ then your BIOS is correctly set. You can change it to "overclock" your CPU, but I wouldn't advise it unless you're experienced with it.

Usually, the motherboard can handle a range of CPU speeds. For example, from 1.2ghz to 3.8ghz. It can often figure things out automatically and set things up for you. Otherwise, you can change them by setting the multiplier and speed. Again, only do this if you really know what you're doing.

Then again, you could also change it by getting a faster CPU.

it depends on your motherboard it should be as simple as using the arrow keys or page up and page down keys to navigate and then you will find you are presented with a range of option if you highlight an item and then click enter.

but it does depend on your bios chip set.

Overclocking means to push your computer to process harder.

If you computer cant handle the extra power however it will over heat. You must make sure the system stays cool enough to ensure not over heating.
