if it's all static pages, NO CGI stuff.. you can suck down any website and re-create it on a new server...

if you have ftp access, you can get everything.

Otherwise, you have to ask him to send you what you paid for,

if there is a domain name involved... it may be harder... but doable!

If you have the administration account (login id / password) to the service provider hosting the site, you can simply download all of the content and hand it off to someone else to work on.

If not, I belive tools like Frontpage and Dreamweaver can pull the content off an existing webserver to a local drive. However, you will not receive any server-side scripts that may be operating to produce the content.

Finally, before you cut off the individual, you can simply ask for a CD or file with all of the content on it.

If the outsourcer knows your administrative passwords (domain name administration and web hosting administration) then EEEK! Change them if you possibly can!!! Else contact the hosting company and the domain name registrar (both if they are not the same) and go through the long, drawn-out process of getting rid of them. In the latter case you may have to change yer domain name, ugh!!!

As far as *links* to your web page, like his website showing "here's a *link* to your website" (where a reader of his website may click on the word "link" and end up on your website), there's not much you can do but the latter, which is go through the long, drawn-out process of changing the name of your website.
