It depends on what department you work for. You need to look at the Standard Operating Procedures Handbook. There should be a complete outline of your Chain of Comand.

Assuming you are referring to the United States. The question really does not make any sense as there is no "chain of command" for the whole government. A description of the structure of the government -- and its three branches -- can be found in the U.S. Constitution.

The Constitution lays out the basic chain of command. President, VP, Speaker of the House, Senate President Pro Temp. After that, it goes to the Cabinet.
