Julius Caesar asked the astronomer Sosigenes ways for improving the current calendar. Acting on Sosigenes' suggestions, Caesar ordered the Romans to disregard the moon in calculating their calendars, divide the year into 12 months of 31 and 30 days, except for February, which had only 29 days. Every fourth year, it would have 30 days. He also moved the beginning of the year from March 1 to January 1.
The Gregorian Calendar was designed to correct the errors of the Julian calendar in 1582. The Gregorian calendar is so accurate that the difference between the calendar and solar years is now only 26 seconds. This difference will increase by .53 second every hundred years, because the solar year is gradually growing shorter.

I think it was either the Maya, Aztec, or Inca; they came up with a date and time system thats only 5 seconds away from the system we use today.

I think it was a Roman emperor named Gregory. Isn't our calendar system known as the Gregorian calendar?
