You have to ask someone in the city where you live.
Ask your parents to call the colleges and universities in your city. Ask for the theater department. Someone in that department should be able to give you information. Also, tell your parents to call the acting schools in your city and ask for advice.

I'm an independent film director, but I haven't done commercials or voicover work, but I know a bit about it from the people I've met.
Commercials, & voiceover work are two different things, as far as getting work. Very specific differences.
It's a lot more difficult to get work in voiceovers.
As far as acting in general, your best bet is to first try to get into situations to get as much quality experience as possible.
If you're trying to be a star first, & learn acting second, it's not gonna happen!
Take acting classes, get into theater productions, even with small parts at first if that's all you can get. Your best bet is local school productions, college productions, local theater, etc.
Start networking with local indie filmmakers.
Find out who casts local commercials, cable commercials in your area, etc. You can do this by calling the Ad Agencies that represent the actual company that had the commercial done for them. Call the ad agency, & ask if they went through a casting agency, or if they hired a production company to make the commercial. You basically move through the food chain until you find out who casts these things, talk to them, so you can send them a resume & 8x10 headshot (& reel if you have one) & ask them to consider you in the future.
If they say you need an agent first, ask them who they recommend.
Your goal is to get good, get a decent demo reel together, & get an agent (which is very hard!), & a sizeable list of credits locally, before trying to "make it in Hollywood" or whatever.
Look up what Renee Zelwegger did before moving to L.A. She did local stuff in Texas first.

If I were you I would first talk to your School Guidance Counslor if you have one then/or I would see the drama teacher and ask or join her class. If you already did that thyen ask her if there are any "extra's spots" available. They are people who partake in a movie around the main scene. That is how many actors/actresses get their title now!
