Go to SBI Branch. They have highest rate on any day. If you are soing large amounts you can wire the money. In case of small amount less then USD20000 you can either send throgh ICICI or SBI money transfer because of wire cost.

Whatever you do; please do not go to the pimps who stalk the international and domestic airports. They will most likely hustle you and use sleight of hand to substitute $100 bills by $10 bills. Trust me, you cannot do anything once they've gotten you. More than anywhere else, such goons are the worst at the domestic airport in Mumbai.
