Just some perspective on $400 billion, enough to feed EVERYONE in the USA for at least two years. Enough to put solar panels on EVERY house in the USA (talk about enegy security).

Improving technology to suite the enviroment. Creating homeless shelters for victims of both poverty and disaster. Feeding hungry children in Africa and other parts of the world. Reducing poverty here in America. Advancing treatments for diseases like AIDS and Cancer. Providing financial aid for poor families, HERE IN AMERICA. Creating more programs for helping teens and children defeat the conflicts of today, like drugs, teen sex, etc. Sponsoring campaigns for world peace. Providing proper and suitable services for displaced children of disaster and unsuitable homes...........I could could go on.

It might have put a serious dent in world hunger and overall worldwide education for the young.
