No, she's not short. There are tons of girls in my school who are probably that short. The average for a girl is 5' 4". She still has time to get there because girls usually keep growing until they reach 19. But, I guess that she is shorter than average, but not abnormally so.

alot of people at age 16 are only around 5" . You tend to still grow till you are about 18
