An initial Learner's Permit is issued to any individual, 16 years of age or older, who has never been licensed to operate a vehicle, a novice driver 16 years of age or older, a new resident who has never been licensed, or a new resident who has been licensed in another state but whose driver's license has been expired longer than 6 months.

A Junior Driver's License may be changed to a regular, Non-Commercial Driver's License when you meet the following requirements:

*Held a Junior Driver's License for 1 year,
*Have not been convicted of any violation of the Vehicle Code,
*Have not been in an accident for which you are partially or fully responsible.
NOTE: A Junior Driver's License shall automatically become a Regular Driver's License when you turn 18 years old.

You must be at least 16 years old for the junior license. When you turn 18 (if you have a good driving record) you have full privileges on your license. I believe you need to drive with your permit for a minimum of 90 days before taking the road test.

YOU MUST BE SIXTEEN TO GET YOUR PERMIT IN PA

This link provides you with everything you need to know. I have cut and pasted info for obtaining your permit.

Complete an Noncommercial Learner's Permit Application. You must have your physician complete the back of this form to certify that you are medically cleared to drive.
If you are under 18, have your parents or legal guardians complete a Parent or Guardian Consent Form. If they cannot accompany you when you apply, this form must be notarized.
You must apply in person at any Driver License Center location.
Provide a Social Security card (if it's laminated, it will not be accepted) and one form of identification listed on the back of the application form.
If you are over 18, you must also provide proof of residency in the state.
Pay a $5 fee for the permit plus $26 for a four-year photo license. Cash is not accepted, so bring along a check or money order made out to PennDOT.
Take a written test. If you pass, you will be issued a permit, valid for one year.
