I don't think most political cartoons have explanations listed anywhere online. Your best bet is to find the cartoon (you can look at the Globe's website), figure out who the artist is, and then contact them with your question.

If you do manage to acquire a copy of the cartoon itself, you could also try providing a link to it on this site and seeing if anyone here understands it.
