Regardless if your plumbing is inside or outside you can wrap paper and a plastic bag around the pipe this will work ex specially if you are on a budget and when the weather improves you can then remove it. However; if you have a few dollars to spare then I would suggest you visit your neighborhood hardware store and purchase sections of insulated foam tubes these work great and they have a seam already in them so all you have to do is place them over the exposed pipe and secure them with vinyl tape.

Chill out and be happy,

where ever they are freezing, your neglecting to insulate them.
that's your fault, insulate or spend money on the hot-wire and the ele to run it to keep your pipes warn.

yes the hot-wires work, but I've only used them in places where it couldn't be insulated.

a long wide wrap down the pipe will keep the pipes from freezing.

you may also add to the hot-wire with electric copper wire around the galvy pipes as the copper conducts faster than galvanized.

a tiny trickle of water in the evening hours will keep the lines free also as your not using the water while your sleeping.

you may also get a recirculater in line back to your HWH to reduce the freeze and keep the wtr hotter.
