If you want to download off of iTunes you have to pay, but you can also download free programs like Limewire, and then burn the songs you download there for free on to a CD and import them in to iTunes to put on your iPod.

Please don't illegally download.
Artists work hard for the music they make and deserve to be paid for it.
.99 per song is not that pricey either so if you can't afford to legally buy the songs then I guess you don't need to have an iPod.

Go to the ITunes store on Tuedays. They have some legal free downloads every week. Anthing else is not legal - your on your own there.

You can go to soundclick.com. It has many free downloadable songs. Limewire has too many viruses.
