Someones actual intellect is influenced by many genes and complex environmental factors, but the range of its potential sounds more like genetic factors only.

The phrase "Intellectual potential" assumes that the genetic base has already been laid down. Thus, only environmental factors come into play. It is no c.

There is a saying that means something like this “Stupidity cannot change but ignorance can”. I read a book that say environment and genetic both play an important role in intelligent. In my opinion, gene is the most important, because environment cannot change stupid gene, but intelligent gene can overcome the environment. Shiny example in the history, Abraham Lincoln and Thomas Edition. I don’t believe that intelligent rely on one gene ^_^ The answer I will pick for you question is b ^_^
