When asking about brake problems you must offer more information, and make sure the info you do give is accurate. On any axle of any car you can not have both pads and shoes. Therefore, I don't know if you have drum or disc brakes on the back, even though you said you had a rotor changed. Did you mean drum? And, since I don't know what kind of car it is, I can't tell if the parking brake may be involved. These kinds of details are crucial to on-line diagnosticians. I really have. i have had some noise on the first or second end because the recent pads seat and the calipers shuffle decrease back to the position they should be.no longer some thing after that even with the truth that. Locking brakes are generally a caliper issue. The disc brake calipers slide on pins that need to be lubricated. Also, the caliper piston can often be jamming in the bore of the caliper. I would replace calipers or at minimum rebuild them.

sounds like the e-brake might be a little tight or try this reverse your car for about 50 to 100 feet like in a parking lot this will help adjust them on some cars. good luck

sounds like your brake pressure hoses need replaced, when they get old they get restricted flow ,when you push the brakes they will stop ,but it takes no pressure to release the brakes and it takes a little while for that pressure to release so that causes the brakes to stick replace old hoses and bleed brakes again

front brake caliper locking up?brake hose restricted when you press on pedal fluid is squeezed past the restriction but has a hard time coming back causing the brakes to stay locked.some problems for you to check.good luck

do you have anti-lock brakes,if you do then maybe its one of the sensors on the wheels.new brakes will work funny till the get set to the rotors.you could have gotten hard linings too.
