Ok you have not given alot of info on this but I will try and help.
First yes a good soundcard will help you lots but this only good if you have a good set of speakers. These will only run ok if the correct driver for the sound card is installed. Now you have to ask your self is the music sounding bad because of the speakers or sound card or is it the music download.
OK lets find out.
Before you start check your speakers to see if they are damaged.

First check with the speakers by going to control panal and then sounds and audio devices, then goto sound then find program events and then select start windows. This will give you a windows startup sound. If this is sounding bad then it could be the speakers or the sound card. If it sounds ok then it is the music that you have downloaded. If you find that its the speakers that are not working then you need to find if the drivers are wrong goto the web site the sound card is made from, this could be the sound drivers from the motherboard if it is onboard sound or from the sound card.
Right as you can see if you don't put enough into your question you can get lots of answers to the question. Be more detailed. I cannot help you anymore with the amount of info that I have but if you have more then give me a shout and I will help you all I can.

before investing all that money in a sound card i would consider saving a few songs to an external storage device and try playing it on another computer. what happens when you keep compressing/saving over an existing format (.wma/.mp3) is that the sound quality depreciates. so what im trying to say is, it might be insanely compressed music files. on the other hand it could be a audio driver. or maybe your audio device is off. that is to say running on the windows default driver, not your sound cards driver.

Possibly you might also consider upgrading your speakers. Harmon-Kardon SoundStix II are well worth listening to and can be purchased for well below £100 if you shop around. Harmon Creature II also sound good and cost from around £50.
