There is fuzzy,lint-like stuff in my fresh water aquarium. It doesn't seem to bither the fish and they pick at it. I have only guppies and the tank has been set up for about 3 weeks now.

If it is white, it is a fungus growing on uneaten food. You are probably overfeeding them. If it is green, it is algae and the tank is getting too much light.
Unless you have live plants, you only need to have the light on when you are there to watch the fish. Live plants need 8-10 hours of light per day and will outcompete the algae for the nutrients in the water.
Only feed once a day and only the amount they will eat in about 3-4 minutes. Skipping a day once a week is OK, a hungry fish is a happy fish.
Use a length of plastic air line tubing to siphon the fuzzy stuff out and flush it.

Either lint or fuzz is probably not what you've got. From your description, it sounds like it might be a fungus. Does it float free or is it like attached to things? If attached it does sound like mold or fungus. In that case , you need to thoroughly clean the tank and change the water. How often have you changed it? That has to be done pretty frequently. If it's floating free, then it does sound like something dropping into the tank from above. Same remedy, except you would also need to protect the top of the tank.

It's probably algae. It's time to clean the tank if there's a lot of it.

Is it in the sun if so it is probably algea but if it is not then it could be poo! believe me thats what happened with my fishies
