If it is under warrenty take it to a shop. If no warrenty then use needle nose pliers to start pulling out the blockage. Remove the base of the vacuum and see if you can spot where the junk is. Hopefully you can remove it or loosen it to the point where the vacuum works again without dissasembling any more.

On my vaccum, you have to lay it down and unscrew the front plastic plate that covers everything. After it is unscrewed, it pops out, allowing you to remove the spinny brush part. Its good to take that part off and get all of the hair and stuff off of it every once in a while. Anyway, after taking those things out, you should have access to the hole that dirt is sucked into. If you arent able to unclog it then, you will need to have it done by a professional. Also, make sure that you have it unplugged while doing all of this!
Lastly, when putting it all back together, make sure the belt it on correctly, because if it isnt, it can rub against the sides and burn, and you will have to buy a new one.

Check the underside of the "carpet beater"...the intake may be blocked by hair/dirt. Remove all the hair and string from the roller while your down there.
Replace your bag when its 1/2 full. Any more than that, and the bag will constrict air flow.
Check the hose where it connects to the back of unit. You might have some kind of clog there too.

Make sure the hose isn't clogged with hair. Also, make sure the spinners that pick up the hair aren't full of hair. You also might want to check to see if your belt is still on the track correctly. I've had lots of trouble with my vacuums and it's usually one of those 3 things. Good luck!

check the area between the inlet (behind the beater bar usually) and the bag, or collection chamber, for clogs such as a large piece of debris, or mass of pet hair. A piece of semi flexible wire might dislodge the clog, or you can try sucking it out with another vacuum

weird question dude. i suggest u try an electritian.
but if u decide to get down and dirty urself, i suggest u first check to motor, to see if its working. try applying some lube and clean it down under. second, check the air tube. u know sometimes those big bulges of thrash get stuck in them, so try pricking the tube front to end, to see if somethings stuck inside. last but not least, check your filter...... lol......
