Is there any way to get my friend's IP address who often get online in yahoo chat ? :-(

It's not possible, I'm pretty sure that Yahoo keeps that private. Make an account on proboards and have them post there, it will give you their IP.

in the command prompt type net view
it will list all the computers that are connected to your computer
now each country has an ip range
it will not word if the user is behind a firewall or using a proxy

No. Several years ago I remember it used to be easy to get IPs over Instant Messengers, but that made it too easy to exploit people. IPs is one area IM programs have become pretty secure.
Perhaps, just ask them.

go to the DOs: Type Netstat -n or netstat -an

check her profile and see if she has it listed; if not, she has her address on private. Good luck!
