Cabo is nice but it has some downfalls. First, all but one of the beaches do not allow swimming. There are very strong currents that come in from the open ocean so most beaches are unswimmable, except the one (Medano beach) by downtown which can get very crowded with young partiers during the high season. Also, it is desert. This is nice in that there is no humidity, but don't expect lush jungles. If you do go, go in the off season & make sure your hotel is on Medano beach.

Puerto Vallarta has many great hotel options, excellent restaurants and great swimmable beaches everywhere, but it is also very Americanized --McDonalds & Taco Bells everywhere, etc. There is the old downtown which is very traditional and wonderful, but these neighborhoods are not very near the resorts.

My favorite place on the Pacific coast is Ixtapa/Zihjatenejo. It is very traditional Mexican but still safe and with many great resorts, full of lush rainforest and wonderful beaches. It is basically a smaller, less Americanized version of Puerto Vallarta, with lighter colored sand and no tourist crowds. If cost is a factor, do Puerto Vallarta. If it's okay for you to pay a little bit more for a better experience do Ixtapa. Ixtapa only costs more because flights are a bit more expensive since there aren't as many of them going in and out of the town.

Viva Mexico!

You CAN swim the beaches in Los Cabos. San Jose del Cabo has decent surf. Cabo San Lucas is fine for swimming, you just can't swim on the Pacific side over by Solmar/TerraSol/Finnisterra (sp?)
Cabo though does not have a lot of culture, it is super-turista. I mean come on, they have a Ruth's Chris and a Costco lol! But it is a lot of fun to hang out and relax.

Los Cabos would be a fantastic choice!

Cabo is great. Ensenada can be fun as well, but probably not with a toddler. I would stick to a resort in Cabo.

Go to PV instead. You can get all the authenticity of MX as well as still have a bit of the US around. Check out tripadvisor.com forums and you will be able to see reviews as well as plenty of conversation about each specific city. I found that site a few years ago when trying to get info on PV, Cancun and Playa del Carmen. And still frequent it even when not planning a trip to MX.
