What a question!!!
Well, In my country Uruguay you greet your friends and family with a kiss on the cheek when you say "Hi how r u doing?, like in Argentina, Chile and Paraguay, so for us a kiss on the cheek is not so "romantic" is a familiar way to say hi. Also when someone is introduced to you.
In Brazil for example, friends and family greet each other with 2 kisses (one on each cheek).
In Europe, In Spain and France for example friends and family also kiss on the cheek to say hi.
But in Us that It´s different.
So, in my oppinion, It´s more romantic a kiss on the hand.

A kiss on the cheek. As the receiver you can feel the warmth of the kissers breath, perhaps a slight brush across to your ear where something sweet and naughty could be whispered. Always leaves you wanting more. Kiss on the hand- no sparks there

1.) A guy will give it
2.) It's a sign he likes you
Because a kiss on the cheek is (in some places) just another way to greet each other. So you get it from anybody.
But a kiss on the hand, come on, only somebody who likes you could do that!

I would say a kiss on the hand because you rarely see that done anymore...a kiss on the cheek yes but not many on the hand. Have a good one ssiren!

Mmmm....A kiss on the cheek is very alluring but makes you wonder if it is just friendly but a kiss on the hand is always something out of the ordinary and is something different from the norm so if someone does it, it is most likely very thoughtful and romantic. So I would have to go with............

A kiss on the hand always seems to throw me for a loop. A kiss on the cheek can mean anything.

A kiss on the cheek, because you can close your eyes and lose yourself in the moment. If you're lucky, you may even be able to smell the person kissing you!
A kiss on the hand is formal and very old fashioned.
