It's because for the people that deliver it. They have to have money for gas and they themselves have to get paid.

stamps are like tickets. letters can't move or go to the destination if stamps aren't stuck to it.
in our town, we just present the letter with the address and the postman just charges us for the stamps depending on the distance.

To show that we have paid the government. In the Bahamas we have to put stamps on all our bill receipts to show that the government got a cut of the power bill.

And you don't need stamps if the post office franks the envelope for you (but it is inconvenient to run to the post office everytime you need to mail something).
