Hate to tell you this but it is going to cost you almost as much to have them repaired as it does to replace them. Check with a window and glass installer.

The windows got cloudy because the seal is leaking. Since inert gas (like argon) is used there is no danger but the windows will not perform as they should. Your best bet is to replace them as what you have now is no better than an ordinary single pane with a storm window.

YES THE SEAL IS BROKE AND THE SUN BAKED THE MOISTURE ON THE GLASS. CALL A GLASS COMPANY IN YOUR LOCAL AREA, IT CAN BE FIXED CHEAPER THAN A NEW WINDOW. THERE SHOULD BE SCREWS EITHER ON THE INSIDE OR OUTSIDE TRIM NEXT TO GLASS DEPENDING ON WHICH WINDOW IT IS.
