I have one bloodfin and one glowlight tetra. I want to know if there is any way to tell a male from female, and if I do have one of each... Can I get them to mate and have baby fish?

No, because they are different species.
Bloodfins are Aphyocharax anisitsi and glowlights are Hemigrammus erythrozonus.

Tetras, being egg layers, tend to be more difficult to breed in the common household aquarium. Eggs are susceptible to water condition changes, and eggs are easy caviar for hungry fish!

It's possible they might mate, but not produce offspring.
