It's illegal in most states. impersonating a police officer can get you a huge ticket, and possibly jail time in Missouri.

Impersonating a police officer is ALWAYS a serious crime. You'd be the prime suspect if criminals in your area tried using fake siren/light to stop people.
Legal to have? Check your state law. It would probably not be legal to drive on a public street, though you might get away with it if you had a very, very good reason, like
- Your company has supplied vehicles to the movie industry for 14 years.
- It's a restored 1949 Ford, with "period" lights and sirens, and you take it to car shows.
You could only use them if it was crystal clear to everyone around that you weren't really a cop.
Other options for getting lights and siren are:
- Become a volunteer firefighter. They can use red lights and sometimes blue!
- Take employment as railroad police. At that point you would be a real Federal marshal.

Only if you steal it.
Otherwise it's not a police siren and light, it's your siren and lights.
If you made the mistake of getting the car registered and signing the driver's license contract, you're obligated to obey the vehicle code in your State.
The "code" probably prohibits you from impersonating a police officer.
If you're free from such a contract, the only things that are "illegal" for you are to injure someone in their person, property or reputation.

You can have them, just can't use them on Government maintained roads. Private only.
