January, February, or March, when there is NO big conventions in town.
As this guy said, there are no cheap hotels anymore.

Now, during the holiday season, except for New Year's Eve of course when it is packed. But quite frankly Las Vegas isn't CHEAP anymore. Not that long ago you could get specials over this time period of $20/nt on the strip and the buffets were cheap too. Now, it's a hard find, if at all.
