I struggle with the same thing. It can be very difficult. The only thing that I have found is if the last thing I do at night is to organize what I will do in the morning and then get up and do it. If I take a minute to do this or that before I get into what I need to get done then it will never happen. I go into this hyperdrive until everything is done. If I let myself get off track it is all over.
The other thing to do is to look at deep down reasons why you might not want to do something. That may be keeping you from getting started.

The first step to correct anything is to recognize that it is a problem: awareness.
You have awareness, and are willing to correct this.
There are lots of sites on the internet to deal with procrastination. It is probably based on fear - perhaps fear of inadequacy.
So, be kind to you. First of all, get a day book.
When you get an assignment, take a deep breath, and figure out gently when it is due - mark that in your book.
Then, figure out what steps are needed to do the paper: e.g. find library books, check the internet, etc. Figure out how long it will take to do each of the items:
a. find library books/internet info - how much time?
b. read the books/internet info - how much time?
c. make notes as you read along. - how much time?
d. when you have finished your notes - type them into the computer - numbering each entry.- how much time?
e. go back over your notes & prioritize/order them by re-numbering them - how much time?
f. print out your notes.
g. look over the notes, and correlate similar ones or weed out duplicates - how much time?
e. In the computer - create an order for your essay - e.g. Introduction, Mission statement, Pros, Cons, Conclusion, Bibliography, or whatever is pertinent to your paper - how much time?
f. move pertinent info into each category you have created
g. then go back over what you have input, and smooth out your info/arguments.
h. see if your info answers the original question, and if your conclusion is logical.
Once you have figured out how much total time is needed for the above, 'swiss cheese' it. In other words, if the total time is five hours, then mark each hour in your daytimer appropriately so that it will be done at least two days prior to its deadline. (To give you a chance to correct if necessary, or if some emergency happens to delay you.)

focus yourself!
turn off your computer and focus on doing your homework the night you get it, instead of leaving it until the night before its due.
get a headstart, when you have some free time, why not work on some school work instead of playing video games or going on myspace for hours?
