Social services don't have any control over sex offenders either! They would be supervised by the probation service - completely different organisation - and possibly also the police BUT only if currently subject to a Community Order or custodial licence.

Where is your evidence for this anyway?

Social Services have no control over the Salvation Army. So they're not.
