Yes but they can't wear sneakers or carry their dog shampoo with them! =D

Yes, but you have to put them in a crate and then they ride with the cargo in the back of the plane. It costs a lot of money and it's really frightning for the dog though...

If it's a puppy that will fit in a carrier under the seat yes, and you can't take them out during the flight either.
