Yes.
Does the fact that one fish is yellow mean that another does not require food?

I would say it depends on the situation. How much does this mother make? If she does not have enough money to be able to raise the sick child, i.e. she is on welfare, then I don't think she needs to pay for support for the other one. You can't squeeze juice out of a rock.
However, if she is able to support herself and the sick child, then she should also pay child support for the other child.
Since you mentioned that she has not paid child support in months, I assume that the second is true, i.e. a judge has already looked at her case and it was ruled that she should provide child support. Since this is the case, it does not matter whether the child she has in custody is sick or dying. The state of the second child does not negate any responsibilities she has with the first child. I have two kids, just because one is dying does not mean that I can ignore the other one.
If she believes that she does not have to continue to pay child support because the added financial burden of the sick child has made her situation different from before, then she should go back to court and have a judge reconsider the new situation.
Additionally, it does not matter how rich or poor the grandparents are.

This is a very sad scenario. If the grandparents of her child really need the help with supporting her daughter ....then YES she should have to continue paying. I realize she may be having money problems taking care of her sick child but that doesn't negate the fact that her other child doesn't need financial help. I would hope that the grandparents would be able to let her pay less or nothing at all until she can afford it. My prayers are with mother and children. GBU

a sick or dying child still have needs to be met. Yes she still needed to provide for that child. The other child that the grandparents have need to be supported by her too. Unless the have adopted him/her out right. If a man needs to provide support so does the mother. PERIOD.

the child support will still add up until she files a motion to ammend child support which they could grant if she is unable to work because of a dying child. But until the forms are actually file in the court it will continue to add up. Another way to stop it from adding up would be if she was recieving state aid such as TANF or AFDC then she would be exempt from it as long as she was getting assistance.

Yes, child support is always something that is ordered. What she can do, however, is ask for a court date so she can present her income and let the courts know the extraordinary bills, if any, she is incurring for her sick child and prayerfully the courts will take that into consideration. Prayers =)

AS LONG AS THE CHILD IS ALIVE YOU HAVE TO PAY SUPPORT. IF THE CHILD HAS NOT REACHED THE MAX AGE FOR SUPPORT STOPPAGE IN YOUR STATE
YOU HAVE TO PAY.
NO MATTER WHAT THE AFFAIRS OF THE MOTHER ARE THAT SUPPORT IS DUE. ONE CHILD HAS NOTHING TO DO WITH THE OTHER.
SHE SHOULD BE ARRESTED FOR NOT PAYING THE SUPPORT ORDER.
ON AVERAGE MOTHERS THAT GET HIT WITH SUPPORT ORDERS DON'T PAY. WHEN IT COMES TO PAYING CHILD SUPPORT WOMEN HAVE A TERRIBLE TRACK RECORD AS OPPOSED TO MEN. NATION WIDE THE COURTS DO NOT PURSUE NEGLIGENT MOTHERS AS AGGRESSIVELY AS THEY PURSUE NEGLIGENT DADS. IT'S A WELL KNOWN DOUBLE STANDARD

That's very sad, but the other child still deserves to be supported.

Yes. Just because one child is sick doesn't mean she isn't still responsible for the other.
