they evaporate according to Stephen Hawking he said that as photon meets its anti photon which happens all the time as the photon passes Through space it gets too close to the event horizon and it falls in so it cant meet so the black hole does theoretically transmit out photons and light is not just a one way trip ! this is called Hawking radiation

They only suck in what is within their gravitational pull. There are lots of black holes which are not feeding at all. They are loosing size by emitting radiation. Given enough time a black hole will completely disentigrate by releasing all of its mass through the radiation jetting out of its poles. So I think the answer is no The entire universe won't be consumed. Which is a poorly put question to begin with, because it would have to be consuming space as well as matter to suck up the whole universe. The correct question would have been "won't all the matter in the universe eventually consumed"

As matter falls into them, they gain mass. However, their reach is not that far. Even the massive ones at the centre of galaxies are sometimes quiet (no matter close enough to be swallowed). And most of the matter in the galaxy is in stable orbit.

Black holes do "evaporate" but they do so at a very slow rate (much slower than the rate at which they swallow matter).

If the expansion rate of the universe is high enough, some matter will escape being eventually swallowed. It appears that it is high enough.

A black hole gets more massive as it 'eats' stuff. But black holes aren't always feeding. After a while they tend to suck up all the matter within their gravitaional 'grasp'. After that they stop feeding, unitl something gets too close. The rate at which they evaporate is small compared to the rate at which they suck in matter, it takes a very long time for them to evaporate.
