i answer the phones, post all jobs, post check, the entire billing process, i call customers that owe money, i do all the filing, i also do whatever dumb crap my boss wants me to! I also run errands and stuff like that! Can i consider this office management?

yes. i hereby dub thee....."office management".
here's the thing....you can call yourself what ever you want on a resume.
i do less than that at my current job, but i still consider myself and office manager, and i've actually had positions where manager was in my title.

go with the flow darlin and good luck on the job hunt:)

You are a receptionist and file clerk. It is an important job to the organization and all that "dumb crap" your boss has you do is part of the job. Be sure on your next application and job interview you tell them you are an expert at "dumb crap". Hey, it's a job! get over it. Your education and abilities determine the jobs you are qualified for. Maybe on your next job they will make you president of the company on the 2nd day. Good Luck

No you cannot. A manager is a department head who manages supervisors, who supervises a number of people in order to accomplish the day to day operation of the company.
