A last generation computer can start up slow if it's used without care. However, if your computer was working normaly, and suddenly it need 3-4 minutes than you need some antivirus, antiSpam, etc.
If the start up time had increased over time and now when it is 3-4 minutes you realized, than you must clean your PC from unwanted programs and do some settings with the one you have : here are some tips:
- check if all your devices are installed
- clean your START MENU
- clean your STARTup folder
- clean your DESKTOP
- clean the partition where WINDOWS is installed
- use add/remove programs from Control Panel to delete all those "extra"
- use a program that manages your virtual memory
- use an antivirus that doesn't run on much of resources
- defragment
- if you are special, than type "msconfig" in RUN and do some settings
- clean your right-click menus
- don't abuse with skins, themes, and other visual
- upgrade only the program that you think they need upgrade and don't allow upgrade 4 everything
- DEFRAGMENT
- finally : DON'T USE WINDOWS upDates if you are not legal
A computer work better if its virtual memory is managed well; this is how a run Xp on 100mb/1024mb

You may need to clean up your configsys file. You can also disable some of the functions the PC goes through while booting up that may be unnecessary. Run some spyware tool to get rid of spyware on your PC. (spysweeper or Adaware)
I attached a link for more info that may be helpful.
You fail to mention what specs you have in your PC. If your PC is old it may need an upgrade since more and more software uses up more memory and processign speeds. A slow processor and hard drive with low RAM is going to slow you down no matter how well you maintain your PC.

Most likely you have spy ware on your computer. Download, install and scan with AdAware, SpyBot and Windows Defender.
Spy ware is the #1 thing I've seen slow down computers.
If the scans turn up clean, your hard drive might be starting to go bad.

Probably lots of programs that load on Startup. There are multiple locations that determine what programs load when you boot your computer, so it's best to use a software that can view and let you modify them all.
Make backups before you change anything or you might stop things from working accidentally.

You have too many programs that you have set to load at startup. Check your system startup programs (left, bottom of the screen) and disable as many programs as you can. Also you may have an antivirus scanning the system at startup. Disabling these will increase your speed.
