A rash is just at the skin level - it can't do actual damage to your penis.
There are lots of possibilities, but my guess is that it's a fungus of some kind or body lice (crabs). See a doctor to get some appropriate cream to put on it. Putting the wrong stuff on it can make it hurt even more, so don't mess around on your own - call the doctor!
DO NOT shave the area - that will make the rash worse and is in fact the cause of most rashes in that area.
But there are too many possibilities (none of them any danger to your rod, but all uncomfortable) to be asking here instead of at your doctor's office. Don't be embarrassed - whatever it is, your doctor has already seen it a dozen or a hundred times.

Yes, it is a great possibility you could lose your penis. The rash is caused by various fungus and excessive moisture. If you keep it washed, and put powder on it.. it should dry up in a few days. If it is a fungus you may have to buy an anti-fungicide. If this does not do the trick,,, a doctors advice is recommended. Also play refrain from any sexual activity with the same or opposite sex during this outbreak.

Hey bud Just chill. I’m sure your penis will be just fine. If you shower in a communal shower I'm sure it's is jock itch. Sort of athlete’s foot in the groin. There are over the counter things you can take like Darktarin. If you are too embarrassed to go in try www.pharmacy2u.co.uk

It could be as simple as a minor allergic reaction to changing the brand of fabric softener used on your underwear. Or chafing from tight pants. Get it checked, though.
