Maybe you fell for Phishing,..
Phish Spam has been saying things like " I need to send you money for eBay" and " It's important you reenter your information" They will look like they are from eBay but they aren't. The the person pretending to be eBay uses your eBay account.

What exactly has happened?
Some other users were trying to screw with people and get rid of people once,.. eBay had to verify you were a real human being and junk,.. so annoying. So I've been through stuff before.
Added: I don't know when you'll be returning,.. maybe never,.. so,.. this is where you need to go for your eBay problems to be corrected.

You can reopen a new account but it will almost surely be closed again if you use any type of similar information. eBay uses a rules engine to filter for any duplicate accounts, shill bidding, etc. These are scanned during purchases, registrations, listing items for sale, etc. There are various rules that are scanned for each type... Long story short, if you try to re-register with similar information (even one piece of common information can trigger a hit) that new account will be shut down as well.
