if it dosent work it wont be because it is diry it is because the contacts are burnt out (normal) only so many starts the starter motor can do
if its a show can remove it and buff it up with a fabric buffer and clear coate it it will look really cool after that

take it off, get some electrical terminal cleaner, clean off the terminals and then there is a gear with teeth on it, usually try to clean the shaft so it dont stick in place.

why????? If there is a problem with the starter, replacing it will resolve it.

why would you want to clean it? if its not working right it needs replaced, cleaning it won't help.
