Okay now I understand how assets are "frozen", although it is unclear as to where the monies are held, and unclear as to what branch of government has control over it. and for how long.

Interesting question & I don't yet have the answers. However frozen assets can definitely be used for someone else. Case in point the 9/11 victims were to receive in part frozen terrorists assets as part of a bill. That would have been by order of US Congress. Also, I found Iraqi assets frozen in other countries were put in a fund to be used for the new Iraqi govt-that was by order of the UN Security Council. I've heard courts can order assets to be given to someone else too. The government had over $3 Billion in terrorist frozen assets alone in 2002...

New info-it's impossible to know-even when people win frozen assets in a trial but the state department blocks such awars for national security reasons.

I don't think the assets are moved.
As long as the order stands. It is indefinite.
