Mostly likely there what is known as anthropomorphised animals - that is, animals given human characteristics so we can understand and relate to them. People like the idea that animals feel and react with the same emotions we do, thus in cartoons the other 'humnimals' (<- ok, that I made up!) have expressions that we can understand and relate to in the story.

It's generall understood that the world Disney characters live in is a sort of "funny animal" world, where anthropomorphic animals and humans with some animal traits coexist. It is similar to the Xanth series, and the most recent excursion into funny animal comics by any major comic book house was Captain Carrot and His Amazing Zoo Crew by DC; which had funny animal super heroes.

No consistent origin of species is given for these worlds; if any such thing is attempted, it usually involves magic, genetic engineering, or a combination of ignorance of the laws of genetics and perversion.

Check Toonopedia, they have some entries for the bad guys (the Beagle Gang, I think?) who kept trying to rob Scrooge McDuck, which may help to clarify some of this.

Also, don't forget, Micky himself started out as a dog IIRC, and they changed species on him. There were several popular characters by competing animators in those days which were almost indistinguishable-- Mickey, Bosco the Dog, Felix the Cat-- in that they all had round black heads with big eyes and smiles. The most important characteristic that visually distinguished between them all was the shape of their ears. Mickey had circular ears, Bosco had little square ears, and Felix had triangular ears!
