The Bill of Rights is actually the first 10 amendments to the U.S. Constitution. Therefore, it had to pass Congress by a 2/3 majority and win a majority vote in 2/3 of the state legislatures.

Everyone else says no.. so I guess not.. I looked for it but couldn't find it- where it showed who anyone was that signed any of the amendments... I did see where George Washington did during his first inaugural address called for constitutional amendments to satisfy citizen demands for a Bill of Rights - but I couldn't find where anyone signed it off on any amendments

No because the Bill of rights is simply the first 10 Amendments to the Constitution. They came after the Constitution was ratified.

No he did not. Presidents usually do not have anything to do with amendments other than attempting to sway people for or against them. Nobody signed the bill of rights.
