Vince thinks the same, the reason they put him on smackdown because they found him the least talented of anyone they'd put the belt on in Raw. Although they were really off about that whole Cena as a better choice of carrying a show than batista

Yes and no.... its mainly due to his association with HHH, which does help careers due to the huge amount of screen and ring time comes with that.
Vince however seems to like putting the belt on big guys and frankly he wasn't right for the RAW mode of operating. Smackdown needed a legitimate champ and Bradshaw wasn't cutting it, at least in many peoples eyes. I thought he did fine.
But for the first part, yes, the second run, no, they just realized they screwed up putting the belt on Booker.

If you ask me Batista has just sat their and taken steroids. Theirs no skill, he is like big show, over rated and not good enough
