because the light at the front of their sensor comes on when it is awake, and there is a faint glow whre the lights are when the Dalek speaks.

The Daleks have been the main opponents of the Doctor right since the show began way back in 1963. The second ever story featured the Daleks (on the 21st of the month the Daleks are 43 years old). Anyway over all the years the Daleks have had a lot of different stories told about them on the show.
In some stories the Daleks are portrayed almost as robots but usually they are shown to be mutant creatures inside a mobile warmachine body. The Dalek machine and the Dalek creature act as a powerful and utterly evil monster without pity or remorse.
A Dalek is very hard to kill - their armour is made of a special metal known as Dalekanium and they are often protected by force fields generated by some of the sphere sensors around their lower casings. Daleks can be frozen into inactivity and this is the only time they can truely considered "turned off". If a Dalek is not frozen or has been obviously destroyed in battle then it most certainly could be active and should be treated as such.
The Doctor is vary wary of Daleks, in one episode "The Space Museum" the Doctor and his companions are frightened by a Dalek in the museum... which turns out to be an empty Dalek machine with no creature inside. So even the Doctor can mistake a dead Dalek for a living one.
As we saw in the 2005 Episode "Dalek" even a badly damaged Dalek is still dangerous and as such the Doctor is alway wary of any Dalek he encounters. In short if the Dalek is not obviously a dead wreck or frozen best assume it is alive - the Doctor is too clever to take risks around Daleks.

Dalek aren't robots, they're biological entities inside a frame, so they can't be turned off, they don't have an off/on switch. sometimes their weapons may malfunction but even the living Dalek inside remains very vocal. here's my tip, if you see a Dalek run for your life.

When it talks in a really weird voice and wants to hurt you, it is in good working order. When it just stands there and does nothing, it isn't in good working order.
Okay, I really think Dr. Who has such awesome talents and perceptions that he just knows &/or feels things. I envy Rose Tyler cause I think traveling with the Dr. has got to be the most wonderful thing to do.
