A shackle is an attachment. It could be to hold the forestay. It could hold equipment for the jib(mast head rig) or spinnaker. It is not to hold the mainsail to the mast. It could hold a block that the main halyard runs through, to raise the main.It could hold on the back stay or topping lift.

Its to attach the sail to the mast.

If the shackle is at the masthead (very top), it could be used to connect to a crane when stepping it down, or up.
