Not that I'm aware of - directly from web mail. If you configure hotmail to run through outlook or outlook express you can request a read confirmation - but the sender can refuse to do this.
There are tracking websites you can subscribe to - sometimes with a free trial membership.

I have been a Yahoo account person for a while and have never been able to confirm any of my sent e-mails. The only confirmation is to ask the person you sent the e-mail to, if they got it.
