I believe it is fairly rare. Growing up in the Rockies I never saw it. But it is possible. I saw an early morning heavy snow with lightning in Kansas. Very beautiful but unnerving as well. The whole atmosphere lights up. Everything is bright. Just imagine being inside a florescent lamp.
