First, I'd start with a base - I like Burt's Bees regular chapstick for $4; it's minty and will make your lips tingle. It's sort of similar to repainting a wall - you have to cover it in white paint first, and *then* paint over with the colour you *really* want - or else the colours underneath will show through. Burt's Bees isn't white paint, which is a good thing, because it would look and feel totally unnatural. It just adds a layer to help the process along, and nourishes your lips too.
As to gloss, I suggest you try a lip stain instead. Stains, rather than simply covering with colour, actually saturate your lips in the colour - just as a stain does in your clothes. Apply it only to your bottom lip, and then add a little gloss to both lips. From your picture, it looks like neutral plum brown shades would look nice and natural on you. For stains, you might try:

If you want cheaper or to stick with your conventional gloss, there are still some good options with good colours. If you get something that's all gloss, you'll defeat your own purpose, so I've chosen things that are more colour-based. Last of all, you might consider leaving your lips as they are! All of these products are probably great, but I find the most beautiful people are the ones with something naturally distinctive about them - like differently-coloured eyes, a very strong jawline, and yes - unique lips! We use these products and say they "express our personalities", but really we just look more and more the same. You look healthy and quirky and playful and beautiful in your photo, makeup aside - you can spend money on this stuff, and that's totally up to you, but remember underneath all the products you slather on is a *truly* natural body that deserves to be loved!

EDIT: About the Lancome Juicy Tubes - they're mostly gloss, so I'll be stubborn here, but the colours "Beach Plum" or "Honey Violet" look like they could work. I understand how you feel, as my top lip is two different tones (thanks to an old sunburn from YEARS ago) and I hate the way it looks.
Lip Injection by Too Faced not only puffs up your lips, it also evens out your lip color. Only cons are: 1) it costs about $20 and 2) when you apply it, it stings (as it has some of the same ingredients as Viagra!).
If you want something cheaper, Blistex has a product called Lip Tone which is a very lightly colored lip moisturizer that also evens out your lip skin tone. Best of all, it's cheap, found in most drug stores and it makes your lips softer. I used to use it all the time and not only does it smell nice, I would get compliments all the time on what beautiful lips (and lip color) I had.
I think you should try the Blistex first and if not, go to a cosmetics store (like Sephora or Ulta) and test out the Lip Injection before buying it.

I like Burts Bees, the gloss comes in colors, my fav is watermelon which looks like my natural lip color, so it
evens out my lips without looking like a lipstick. Also the peppermint it really kinda refreshing feeling.

wow...lots of long answers...if you just want something quick....my boyfriend bought me this lip gloss for saint nicks last night :) its rimmel londen sweet jelly. It sheer Lipgloss with just a tint of color...and its smells and tastes good :) good luck :)
