Sometimes.
I actually had to have my knee surgery postponed because of it. The most important factor is congestion; if you are congested it is much harder to get you intubated for your breathing tube.
Another thing you may want to consider, even if you aren't congested, is your compromised immune system. Your body's defenses are lowered and this makes you more prone to infection, especially in any new wounds. The surgical incisions are just as prone to infection as any other wound on your body, occassionally moreso because of how deep they usually go.

I think we have just answered this question but here is the relevant part
There is always a risk even with a lungs in top condition so they are concerned that your ability to breath before they start not so bad that it would be unacceptably dangerous to continue. Any condition which affects the lungs has to be considered. If it is only a slightly higher risk but the condition is likely to clear up in a couple of days then they may well wait until it has

It is quite likely that it would there is always a certain degree of risk with any anaesthetic and it probably would be suggested that it would be better to wait until your cold has completely gone.

Any infection or cold will stop a surgery because there is a risk of infection with any surgery and they will not take the risk to your health to cut into you if you arent in tip top shape.

it could. they may need to do routine blood tests which will show if your white blood cell count is raised indicating an infection. if they were raised this could mean cancellation.colds and flu can lead to chest infections so a chest xray may be needed also.pulmonary congestion may have implications with an anesthetic. i hope you well and good luck.
