The other two posters are right- scale.

But if you had to ask, then you should learn something from the exercise.

The idea of analogies is to figure out the relationship between the first two things, and then figure out what would have that same relationship with the third thing.

So they give you "minute" and "clock."
What's the relationship?
Clocks measure minutes.

Then they give you "ounce." So you want to use the same relationship to figure out what the unknown word is. So you want to know what measures ounces. Ounces are weight, so scales measure ounces.

While this is almost certainly the answer that the author of the question had in mind, "ounce" is ambiguous- ounces are used to measure both weight and volume. So "measuring cup" is also a correct answer, although, again, not what they were probably looking for.

Do you have any choices? Time (in minutes) is measured by a clock, so an amount of fluid is measured by an ounce. So it could be something like this:
minute is to clock as ounce is to amount.
