you can't do it with regular cheats - but if you want to use a cheat/destruction device like action replay or gameshark, feel free to break your game
in the meantime, go to this site to find out how to use mystery gift, which is how you get a ticket to navel rock, which is where both lugia and ho-oh can be found - http://www.psypokes.com/rselgfr/events.php [in other words, without a nintendo event, you CAN'T do it]

go to gamestop and by a gameboy avansed sp gameshark book and it will tell 'ya butten codes in almost all gameboy avansed games

you cant, you have to trade it over from firered version or leafgreen
