Yes, you can, you need to add marine salt, of course. However, it is preferable to use Reverse Osmosis or Distilled water (RO/D) for your Marine tank, as it eliminates heavy metal, chlorine and the like which is found in tap water.
Salt water fish from the ocean, obviously. They are adapted to the live in salt water - they drink a lot of water and expell very salty urine. They can thus not live in freshwater. For the freshwater fish, it's the opposite. They don't drink much and can retain salt, so they can not go in salt water or all the salt in the water will literally suck the water out of the fish.
Salt water fish are generally more susceptible to disease and improper care. For example, a freshwater fish is fine if you forget to clean the water for a week. Or if you forget to feed or feed too much, it's okay. Saltwater fish are more delicate. They are also more expensive. Also, most saltwater fish are taken right out of the ocean (whereas most freshwater fish are tankbred) - therefore, it is vital to be very careful and not accidentally kill fish in our (well, not that it's okay with FW fish ;)) - the ocean is rapidly being depleted of organisms!
Are you thinking of starting a tank? Definitely start with fresh water, fish. Salt was is WAY more expensive and more complicated - you need to learn with a freshwater tank, first, and learn the ins and outs of saltwater.

well
salt water fish live in saltwater
and fresh water fish live in fresh water
jokes apart
saltwater fish are from the sea, and freshwater fish are from lakes and rivers,
sea has a very beautiful set of creatures, and we still do not know all of them. on the contrary lakes and rivers also have beautiful fish, but not as beautiful as from the sea.
and yes u can create saltwater by adding salt to the regular tap water, but to do that normal kitchen salt will not work, you need salt from the seawater, which is more salts and chemicals than just one common salt from the kitchen. you can buy seasalts from local fish stores.

Yes... if you live in the city, and they have chlorine in it, you will need to remove this, even for a salt water tank. Your pet store will have sea salt, or ocean water you can use. I use sea salt, and it takes 1/4 cup per gallon of water to get the specific gravity to about 1.020 to 1.024. The temperature and ammount of current you ahve in your tank will also affect the specific gravity. You will need a hydrometer to keep the level in your tank steady. You will need to let your tank cycle just like a fresh water tank to allow the bacteria to start growing. You can buy cheap damsels, to start out, like 3 bucks each to get your tank going.
My 55 gallon salt tank, pump and protien skimmer and heater cost me about $500 to start. The salt is about a dollar per lb. If you live by the ocean, and you have buckets, that will work to but its unknown what kind of disease you might introduce into your tank.
I had my salt tank up for a year, everything was going great, had about 8 fish in it, and came home to clown fish disease (salt water ick) I hadn't introduce new fish in over 6 months. I didn't notice it in time, and flushed about $500 worth of fish, because they were to far gone to treat. Salt tanks are easy if you have a proper set up, do monthy water changes, and dont put to many fish in your tank fo its size. If you never had an aquarium before, start out with fresh water, or be patient and willing to lose fish that cost from $25 to $75 dollars if your tank isn't set up and cycled properly.
FYI, some get to big to flush, so ya just have to throw em in the trash.
